by Zniesienie zakazu dla ciężarówek od 24-27.12.2020 r.
Zarządzenie z dnia 23 grudnia 2020 r. znoszące zakaz ruchu niektórych rodzajów pojazdów do transportu towarów od czwartku 24 grudnia do niedzieli 27 grudnia 2020 r., w celu umożliwienia powrotu kierowców zawodowych z Wielkiej Brytani.
Zniesienie zakazów ruchu w zakresie przewozu towarów pojazdami o dopuszczalnej masie całkowitej powyżej 7,5 tony od czwartku 24 grudnia 2020 r. do niedzieli 27 grudnia 2020 r. na przejazdy z Wielkiej Brytanii po ponownym otwarciu granicy.
by Tymczasowo odstępujące od czasu prowadzenia pojazdu i odpoczynku w transporcie drogowym towarów
Z uwagi na sytuację na granicy Wielkiej Brytanii, rząd francuski podjął decyzję o odstępstwie od przepisów dotyczących czasu prowadzenia pojazdu i odpoczynku w transporcie drogowym towarów.
Korzystają: odstępstwo od art. 6 i 8, od następujących tymczasowych zwolnień:
1. Przekroczenie maksymalnego dziennego czasu prowadzenia pojazdu – 2 godziny
2. Przekroczenie maksymalnego tygodniowego czasu prowadzenia pojazdu- 4 godziny
3. Zawieszenie limitu liczby skróconych dziennych okresów odpoczynku między dwoma tygodniowymi okresami odpoczynku.
Zwolnienia przewidziane są do 29 grudnia 2020 roku włącznie.

Tamtejsze Ministerstwo Transportu przedłużyło zawieszenie zakazów ruchu pojazdów przemysłowych o masie całkowitej powyżej 7,5 tony.
Zawieszenie nastąpiło na mocy dekretu ministerialnego z dnia 14 stycznia 2021 r. Oznacza to, że wszystkie weekendowe zakazy ruchu obowiązujące w dniach 17, 24 i 31 stycznia zostały odwołane.
by The BiReg System cancelled – Hungarians amend the regulation
On the night of January 27, an amendment to the BIREG regulation was published in the Hungarian Law Gazette, which means that EU transports carried out with a Community license do not have be registered in the BiReg system.
Under the amended regulation, only hauliers transporting goods outside the EU under an ECMT license or a bilateral agreement have to register their shipments:
➡ International transport of goods using vehicles over 3.5 tons GVW
➡ International transport of goods for own account using vehicles over 3.5 tons GVW
➡ Cabotage in Hungary.
Own-account international transports DO NOT HAVE TO BE REGISTERED if the haulier operates under an EU Community License for international transport, i.e. only shipments outside the EU under a separate agreement have to be registered. By virtue of the amendment at least 90 percent of business entities initially obliged to register their shipments no longer have to do that. The following entities are not obliged to register:
➡ domestic carriers,
➡ Hungarian entrepreneurs providing international transport services within the EU,
➡ foreign hauliers carrying Hungarian transports within the EU,
➡ contractors engaged in international transport outside the EU, but using vehicles under 3.5 tonnes GVW
➡ contractors using vehicles under 3.5 tonnes GVW for own-account transport operations outside or within the EU
➡ entities with an international ECMT license, but for Hungarian or EU transport operations.
Be advised that the rules for registering own-account transports have also changed.
According to the original regulation issued in December, the obligation to register applied to vehicles over 7.5 tonnes GVW.
In the amended version, registration is required for vehicles over 3.5 tonnes GVW.

Tamtejsze Ministerstwo Transportu przedłużyło zawieszenie zakazów ruchu pojazdów przemysłowych o masie całkowitej powyżej 7,5 tony.
Zawieszenie nastąpiło na mocy dekretu ministerialnego z dnia 3 lutego 2021 r. Oznacza to, że wszystkie weekendowe zakazy ruchu obowiązujące w dniach 7, 14, 21 i 28 lutego br. zostały odwołane.
by Italy suspends HGV driving bans in February
By virtue of a decree issued on February 3, the Italian Ministry of Transport has extended the suspension of the driving ban for vehicles with a total weight of over 7.5 tons.
This means that all weekend HGV driving bans in February (7, 14, 21 and 28) have been lifted.
by Norway: Temporary exemption from drivers\’ hours
The EFTA Surveillance Authority (ESA) has authorized Norway to extend the temporary derogation from the EEA rules on driving time and rest periods. The measure is intended to ensure public health and the uninterrupted circulation of goods during the COVID-19 pandemic and to harmonize conditions for drivers. It is also designed to ensure a level playing field and improve working conditions and road safety. Under the new regulations truck drivers are allowed to spend their weekly rest in the vehicle. The exemption from drivers’ hours applies from February 1 to April 1, 2021.
by France suspends winter bans
Winter driving bans have been suspended in the Rhône-Alpes region.
The French Ministry of the Interior has issued a decree amending driving bans for trucks over 7.5 tonnes on certain roads in the Rhône-Alpes region. Vehicles of this category will be allowed to travel on the following Saturdays: February 6, February 13, February 20, February 27, and March 6.
The decision to suspend HGV driving bans in the Rhône-Alpes region is related to the closure of ski lifts and the expected decline in the volume of road traffic.
by Bavaria – Sunday driving ban for trucks temporarily suspended
Trucks over 7.5 tonnes may temporarily travel in Bavaria on Sundays and public holidays. The driving ban is suspended until February 28 inclusive, Bavarian Interior Minister Joachim Herrmann (CSU) said Friday. The suspension of truck restrictions is designed to support transport logistics and ensure the functioning of supply chains and the flow of goods. Shops and businesses must be supplied with merchandise.
