Representatives of North Rhine-Westphalia and Lower Saxony have introduced this solution to avoid situations in which HGV traffic bans apply on two consecutive public holidays, i.e. on the Reformation Day (October 31) in Lower Saxony and All Saints\’ Day (1.11 ) in North Rhine-Westphalia.
As reported by the Ministry of Transport of North Rhine-Westphalia, in the future, the traffic ban for vehicles over 7.5 tons on both holidays will apply only from 6:00 to 22:00. Moreover, on the day when there is a public holiday in a given federal state, HGV drivers will be allowed to use the main transit routes, i.e. A1, A2, A30, A31 and A33 from 6:00 to 22:00. This rule will also apply when in a given year All Saints’ Day or Reformation Day falls on a Sunday.
“This solution will facilitate cross-border transport, and many drivers will not have to spend so much time in parking lots”, said Hendrik Wüst, Minister of Transport of North Rhine-Westphalia.
Both federal states agreed to continue to closely coordinate the organization of transport traffic. To this end, as part of the ‘Osnabrück Declaration’ of November 2019, representatives of both states have signed a transit agreement which is now being implemented, as evidenced by the joint arrangement on holiday HGV traffic bans. The agreement aims to eliminate situations where a public holiday in one federal state is followed by another holiday in a neighboring state, which results in overcrowded parking lots at the borders and long queues of trucks on the roads. Hopefully, the already very busy motorways between Lower Saxony and North Rhine-Westphalia will not be additionally overloaded.
List of transit sections where HGV traffic is allowed between 6:00 a.m. and 10:00 p.m. on public holidays falling in a given federal state:
➡ A1 – From the Lotte / Osnabrück motorway junction to the border of North Rhine-Westphalia and Lower Saxony in the Osnabrück-Nord junction area and in the opposite direction.
➡ A2 – From the Bad Oeynhausen motorway junction to the Lower Saxony / Saxony-Anhalt state border and in the opposite direction.
➡ A 30 – From the Bad Bentheim border crossing to the Bad Oeynhausen junction (A2 motorway) and in the opposite direction.
➡ A31 – From the Schüttorf motorway junction to the border of Lower Saxony / North Rhine-Westphalia and in the opposite direction.
➡ A33 – From the Osnabrück-Süd junction to the Dissen-Süd junction and in the opposite direction.

In Niedersachsen ist der Reformationstag am 31. Oktober ein Feiertag, in Nordrhein-Westfalen Allerheiligen am 1. November.
Die Landesregierung hat zur Vermeidung wechselseitiger LKW-Fahrverbote an zwei aufeinanderfolgenden Feiertagen in Nordrhein-Westfalen und Niedersachsen das Feiertagsfahrverbot angepasst. In Niedersachsen ist der Reformationstag am 31. Oktober ein Feiertag, in Nordrhein-Westfalen Allerheiligen am 1. November. Künftig sind die Fahrverbotszeiten für LKW über 7,5 Tonnen an beiden Feiertagen auf die Zeit von 6 Uhr bis 22 Uhr beschränkt. Zudem gewähren beide Länder in der Zeit von 6 Uhr bis 22 Uhr an dem in ihrem Gebiet jeweils geltenden Feiertag Durchfahrtsrechte auf den wichtigen Transitverbindungen A 1, A 2, A 30, A 31 und A 33. Diese Regelung gilt auch dann, wenn der Reformationstag oder Allerheiligen in einem Jahr auf einen Sonntag fällt.
„Das ist ein gutes Ergebnis für die Wirtschaftsstandorte in Nordrhein-Westfalen und Niedersachsen, mit dem wir die Mobilität länderübergreifend verbessern. Der LKW-Verkehr wird entzerrt, wichtige Transitverbindungen bleiben frei, und vielen Fahrerinnen und Fahrern bleiben lange Wartezeiten auf Rastplätzen erspart“, sagte Verkehrsminister Hendrik Wüst.
Nordrhein-Westfalen und Niedersachsen hatten vereinbart, ihre enge Abstimmung bei Verkehrsprojekten weiter zu vertiefen. Dazu haben beide Länder im Rahmen der „Osnabrücker Erklärung“ im November 2019 ein Transitabkommen beschlossen, das mit der Anpassung der Feiertagsfahrverbote jetzt umgesetzt wird.
Auf diesen Transitverbindungen dürfen LKW an den jeweils geltenden Feiertagen zwischen 6 und 22 Uhr fahren:
A 1 Vom Autobahnkreuz Lotte/Osnabrück bis zur Landesgrenze Nordrhein-Westfalen/Niedersachsen im Bereich der Anschlussstelle Osnabrück-Nord und in entgegengesetzter Richtung
A 2 Vom Autobahnkreuz Bad Oeynhausen bis zur Landesgrenze Niedersachsen/Sachsen-Anhalt und in entgegengesetzter Richtung
A 30 Vom Grenzübergang Bad Bentheim bis zum Autobahnkreuz Bad Oeynhausen (Autobahn A 2) und in entgegengesetzter Richtung
A 31 Vom Autobahnkreuz Schüttorf bis zur Landesgrenze Niedersachsen/Nordrhein-Westfalen und in entgegengesetzter Richtung
A 33 Vom Autobahnkreuz Osnabrück-Süd bis zur Anschlussstelle Dissen-Süd und in entgegengesetzter Richtung
by Austria: HGVs over 7.5 tons banned from driving on A13 over up to four weekends
Owing to renovation works at the Luegbrücke motorway bridge, vehicles with a MAM over 7.5 tons will be banned from drivinge on the section of A13 between Nößlach und Brenner-Nord on October 10, from around 5 p.m.
This renovation work is scheduled to be completed over two weekends. However, if it has to be postponed due to bad weather, for example in the case of snowfall, ASFINAG has planned two additional weekends as an option. Altogether four Saturdays in October have been scheduled for this purpose: 10, 17, 24 and 31 (including two optional dates in case of bad weather).
Diversion routes from Matrei or Nösslach exits
Important: buses without a trailer can use the B128 federal road when the ban is in effect. The diversion starts from the Matrei or Nösslach exit (towards Brenner) and the Brenner-Nord exit (towards Innsbruck). One motorway lane in each direction will be open for the remaining traffic.
ASFINAG has deliberately chosen to carry out the works during weekends or at nights, as the proportion of heavy traffic is very low during this time. Each time the work is scheduled to be completed on Sunday by 8 a.m. at the latest. The diversions or parking arrangements will be organised every weekend by the police in cooperation with ASFINAG. In order to ensure that traffic flows smoothly, the police ask drivers to follow announcements and directions.
Additional measures organised by the Rail Cargo Group
To mitigate inconveniences to freight carriers, the Rail Cargo Group – the ÖBB freight transport division – has developed additional rail services in consultation with the State of Tyrol and ASFINAG. During the night from Saturday to Sunday, the “rolling highway” will offer a shuttle service for freight carriers between Brennersee and Wörgl and in the opposite direction.
The additional shuttle service will be available for trucks transporting urgent cargo or perishable goods (the latter are excluded from the weekend HGV traffic ban) to enable timely deliveries. Information about exact departure times of trains, free parking spaces and direct booking options is available at www.rola.at.
by Österreich: Fahrverbot an bis zu vier Wochenenden für Fahrzeuge über 7,5 Tonnen auf A 13
Aufgrund erforderlicher Sanierungsmaßnahmen an der Luegbrücke müssen am 10. Oktober 2020 ab ca. 17 Uhr Fahrzeuge über 7,5 Tonnen angehalten bzw. auf den Rastplätzen abgestellt werden.
Diese Arbeiten sind grundsätzlich an zwei Wochenenden vorgesehen. Sollte jedoch witterungstechnisch etwa bei Schneefall eine Verschiebung der Arbeiten notwendig werden, hat die ASFINAG zwei weitere Wochenenden als Option eingeplant. Die Arbeiten sind folglich an den Samstagen 10. Oktober, 17. Oktober, 24. Oktober und 31. Oktober (inklusive der beiden optionalen Termine bei schlechter Witterung) geplant.
Ausleitung ab Anschlussstellen Matrei bzw. Nösslach
Wichtig: Busse ohne Anhänger können in dieser Zeit über die Brenner Bundesstraße ausweichen. Die Ausleitung erfolgt ab den Anschlussstellen Matrei bzw. Nösslach (Richtung Brenner) sowie der Anschlussstelle Brenner-Nord (Richtung Innsbruck). Für den restlichen Verkehr steht pro Fahrtrichtung eine Fahrspur zur Verfügung.
Die ASFINAG hat diese Maßnahme bewusst auf das Wochenende bzw. in die Nachtstunden verlegt, da hier der Schwerverkehr-Anteil sehr gering ist. Die Arbeiten sind jeweils am Sonntag bis spätestens 8 Uhr abgeschlossen. Die Ausleitungen bzw. Anhaltungen werden an sämtlichen Wochenenden von der Polizei in Zusammenarbeit mit der ASFINAG vorgenommen. Um eine reibungslose Verkehrsabwicklung zu gewährleisten, ersucht die Polizei, den Ankündigungen und Anordnungen zu folgen.
Maßnahmenpaket der Rail Cargo Group
Im Zuge der Maßnahmen zum Lkw-Fahrverbot auf der Brennerautobahn hat die Rail Cargo Group – die ÖBB Güterverkehrssparte – in Absprache mit dem Land Tirol und der ASFINAG ein Maßnahmenpaket erarbeitet. In der Nacht von Samstag auf Sonntag wird die „Rollende Landstraße“ für die Frächter zwischen Brennersee und Wörgl sowie in umgekehrter Richtung einen Shuttledienst anbieten.
Der zusätzliche Shuttleverkehr soll auch jene Lkw, die mit dringenden oder verderblichen Gütern beladen sind (letztere sind vom Wochenendfahrverbot bekanntlich ausgenommen), rechtzeitig an ihr Ziel bringen. by Tyrol: 19 days with HGV traffic restrictions on the German-Austrian border in first half of 2021
The restriction schedule for the first half of 2021 includes 19 days when the volume of HGV traffic on the A12 Inntal motorway near the Kufstein-Nord border crossing will be regulated.
The practice of limiting the number of south-bound vehicles that are allowed to cross the German-Austrian border per hour has been repeatedly criticized by the Bavarian government. According to Tyrol’s governor Günther Platter, these restrictions have proven to be an indispensable emergency measure to guarantee traffic safety and uninterrupted supply of goods on particularly critical days and to protect the transit-afflicted Tyrolean population.

Der Dosierkalender für das erste Halbjahr 2021 steht fest: An insgesamt 19 Tagen wird der LKW-Verkehr auf der A12 Inntalautobahn bei Kufstein-Nord blockweise abgefertigt.
Die Dosierung der Fahrzeuge, die pro Stunde die deutsch-österreichische Grenze in Richtung Süden passieren dürfen, wird von bayerischer Seite immer wieder kritisiert. Nach Angaben des Tiroler Landeshauptmanns haben sich die Blockabfertigungen als unverzichtbare Notmaßnahme etabliert, um die Verkehrs- und Versorgungssicherheit an besonders kritischen Tagen in Tirol zu gewährleisten. Damit wird der Kampf gegen den Transitverkehr mit aller Konsequenz fortgeführt um die transitgeplagte Tiroler Bevölkerung zu schützen.

This solution has been implemented to avoid situations in which the traffic ban for heavy goods vehicles applies on two consecutive public holidays, i.e. on Reformation Day (October 31) in Lower Saxony and on All Saints\’ Day (1.11 ) in North Rhine-Westphalia.
In the years 2020-2025, the traffic ban for vehicles with a MAM of over 7.5 tons on both holidays will apply only from 6:00 to 22:00. Moreover, on the day when there is a state holiday in one of the federal states, HGVs will able allowed to use the main transit routes, i.e. A1, A2, A30, A31 and A33 from 6:00 to 22:00. This rule will also apply if All Saints’ Day or Reformation Day falls on a Sunday.
The list of transit routes where heavy goods traffic is permitted between 6.00 a.m. and 10.00 p.m. on state holidays observed in a given state:

by North Rhine-Westphalia lifts the holiday HGV ban
In view of the mounting efforts to contain the spread of the coronavirus (SARS-CoV-2), it is vital to ensure sufficient availability of goods for the population and the economy by maintaining efficient supply chains.
To this end, by virtue of Art. 46, Paragraph 2 of Road Traffic Regulations (StVO), NRW’s Ministry of Transport has decided to grant a general exemption from the HGV traffic ban, which normally applies on Sundays and public holidays in accordance with Art. 30 Para. 3 and 4 of StVO. Until further notice, the exemption does not apply to abnormal (heavy and oversized) loads.
The exemption will be in effect until January 18, 2021. The following additional provisions apply:
1. The exemption also applies to empty runs.
2. If a similar exemption is required for transports to other federal states of Germany, it must be obtained with appropriate authorities of a given state.
3. The exemption can be revoked at any time.

Aufgrund des am 4. November 2020 unterzeichneten Erlasses der italienischen Verkehrsministerin dürfen LKW-Fahrer an den nächsten drei Wochenenden uneingeschränkt fahren.
Der Erlass setz die Fahrverbote an drei Sonntagen im November aus: dem 8., 15. und 22.. Die Ausnahmegenehmigung gilt für LKWs mit einem zulässigen Gesamtgewicht von mehr als 7,5 Tonnen auf nicht städtischen Straßen. Die getroffene Ausnahmeregelung ist durch die COVID-19-Krise und die Notwendigkeit motiviert, die Effizienz der Lieferungen und den Verkehrsfluss zu verbessern.
by Germany: Full closure of the A10 from Sunday to Wednesday
The section of the A10 north of Berlin between the Pankow and Oranienburg junction will be closed from 11:00 pm on Sunday, November 8th, to 9:00 pm on Wednesday, November 11th.
The reason for the closure is Brandenburg’s largest federal trunk road project, the expansion of the northern section of the A10 (Berliner Ring) and the thorough renovation of the A24.
The erection of the new S-Bahn bridges between Birkenwerder and Borgsdorf will involve considerable disruptions for commuters and heavy goods traffic.
In order to reduce disruptions to delivery traffic, there will be a derogation from the Sunday traffic ban on Sunday, November 8th, from 8:00 p.m. to 10:00 p.m.
To erect new bridge structures, the A10 must be completely closed in both directions between the Pankow and Oranienburg junctions from Sunday, November 8, 2020, 11:00 p.m. to Wednesday, November 11, 2020, 9:00 p.m.

In general, all road users are advised to bypass the northern section of the Berliner Ring as far as possible during the closure using the A11 and A20 (see map).
