Belarus: Clarifications on transhipment paperwork for EU registered carriers Goods
This info updates an earlier post on the Belarus ban on EU registered operators entering Belarus, except to unload or unhook at 14 designated transshipment areas close to the border.
List of transhipment points in Belarus connected with the ban on the movement of EU vehicles
When performing international transportation, information about the transshipment (unloading/unhooking), successive carrier, registration numbers of the successive vehicle, as well as the place of the specified cargo operations should be indicated in the transit declaration. The transit declaration should be submitted to the Belarusian customs clearance offices located at the place of arrival in the Eurasian Economic Union (EAEU) customs territory in Belarus.
In case the EU carrier does not have information about the transshipment when arriving to the EAEU customs territory in Belarus, the relevant information must be indicated by the successive carrier before the goods are placed under the customs transit procedure at the place of transhipment (unloading/unhooking).
The following information should be indicated:
✅Column 17 of the CMR consignment note – Successive carrier (name, address, country);
✅ Column 25 of the CMR consignment note (or another column intended for these purposes) – registration number of the vehicle being used to continue transportation.
In the case of goods transshipment, this information should additionally be indicated in column 13 of the CMR consignment note (“Sender’s instruction”).
In cases when a tractor or an empty vehicle registered in the EU enters Belarus to the designated places to pick up goods for export, the carriers are recommended to have an order form or agreement to confirm the purpose of the vehicle’s entry into Belarusian territory.

Another Sunday with HGV restrictions in Catalonia
On Sunday, May 29, from 15:00 to 22:00 vehicles or combinations of vehicles with a maximum authorised mass of more than 7.5 tons are required to use the right lane and must not overtake other vehicles and drive faster than 80 km/h.
The restriction applies to:
– the section of the AP-7 motorway between KP 1158 in Sant Cugat del Vallès and KP 213 in Banyeres del Penedès
– the section of the B-23 motorway between KP 8, exit 8, Sant Feliu de Llobregat and Molins de Rei Sur, in the municipality of Sant Feliu de Llobregat and KP 15.5 at the junction with AP-7 in the municipality of Castellbisbal .
– the section of the C-32 motorway, between KP 114, exit 113 in Canet de Mar, in the municipality of Canet de Mar and KP 84.5, at the junction with the B-20, in the municipality of Montgat.
Romania introduces the obligation to register import sensitive goods – non-compliance will result in high fines
The purpose of the RO e-Transport system implemented by the Romanian authorities is to improve the collection of taxes and fees to the state budget and prevent and combat illegal trade in goods.
From 1 July, import sensitive goods with a high fiscal risk have to be registered in the National Road Transport Monitoring System (RO e-Transport), which was created by the Ministry of Finance in cooperation with the National Tax Administration Agency (ANAF) and the Romanian Customs Administration
The following goods with a high fiscal risk, which are transported by road, are monitored via the RO e-Transport System:
1. Vegetables, plants, roots and tubers, fodder classified under CN codes 0701 to 0714 inclusive
2. Edible fruit; peel of citrus fruit or melons classified under CN codes 0801 to 0814 inclusive
3. Beverages, alcoholic beverages and vinegar classified under CN codes 2201 to 2208 inclusive
4. Salt; sulfur; earth and stones; gypsum, lime and cement classified under CN codes 2505 and 2517
5. Articles of apparel and clothing accessories, knitted or crocheted, classified under CN codes 6101 to 6117 inclusive
6. Articles of apparel and clothing accessories, other than knitted or crocheted, classified under CN codes 6201 to 6212 inclusive and CN codes 6214 to 6217 inclusive
7. Footwear, gaiters and similar articles; parts of these articles classified under CN codes 6401 to 6405 inclusive
8. Cast iron, iron and steel classified under CN codes 7213 and 7214
The following entities are required to register in the RO e-transport system
◾beneficiaries of an intra-Community acquisition, a supplier in the case of intra-Community deliveries;
◾Importers or exporters who are entered in the customs declarations for import and export operations;
◾suppliers in the case of goods traded locally;
◾ depositaries in the case of goods that are involved in intra-Community transactions in transit.
Sanctions:
If the driver of a transport vehicle refuses to present the ITU code at the request of a representative of the National Tax Administration Agency or the Romanian Customs Office, they are subject to a fine ranging from 5,000 to 10,000 lei. (1 lei is currently EUR 0.2 )
If the driver fails to verify the validity of the ITU code and continues to travel beyond its 5-day validity period, the carrier will be subject to a penelty ranging from 10,000 to 50,000 lei for natural persons or from 20,000 lei to 100,000 lei for juridical persons, and the confiscation of the value of undeclared property.
Failure to declare all general cargo transported by the truck, if it contains high-risk goods, is punishable by a fine of 10,000 lei to 50,000 lei for natural persons or a fine of 20,000 lei to 100,000 lei for juridical persons.
Belgium – closures of the Tijsmanstunnel tunnel
The both pipes of the Tijsmanstunnel (R2) tunnel will be closed at the end of May and the beginning of June in order to install new wall panels.
Night closures of the tunnel in the direction of Ghent:
* from 8:00 PM on Tuesday, May 24 to 5:00 AM on Wednesday, 25 May;
* from 8:00 PM on Wednesday, 25 May to to 5:00 AM on Thursday, 26 May;
* from 8:00 PM on Monday, 30 May to 5:00 AM on Tuesday, 31 May.
Night closures of the tunnel in the direction of the Netherlands:
* from 8:00 PM on Tuesday, May 31, to 5:00 AM on Wednesday, June 1;
* from 8:00 PM on Wednesday, June 1 to 5:00 AM on Thursday, June 2;
* from 8:00 PM on Thursday, June 2 to 5:00 AM on Friday, June 3.
The Tijsmanstunnel tunnel will also be closed for regular maintenance:
In the direction of Ghent:
* on the night from Monday, 13th to Tuesday, 14th of June;
* on the night from Monday, 12th to Tuesday, 13th of September;
* on the night from Monday, 14th to Tuesday, 15th of November.
In the direction of Netherlands:
* on the night from Tuesday, 14th to Wednesday, to 15th of June;
* on the night from Tuesday, 13th to Wednesday, 14th of September;
* on the night from Tuesday, 15th to Wednesday, 16th of November.
Since April 16, EU lorries banned from entering Belarus
Vehicles (cars and tractor units) registered in the European Union are banned from crossing the customs border of the Eurasian Economic Union into Belarus.
Hauliers from the EU will be able to travel just 50 kilometers into the country. They should get to the transhipment points, where the cargo will be reloaded onto lorries operated by Belarusian and Russian companies. In this way, Russia wants to maintain the supply of goods, and at the same time ‘compensate’ for the sanctions, which prohibit trade using Belarusian and Russian vehicles.
There is a list of transhipment points near border crossings where lorries registered in the UE means of transport can reloaded their cargo. Information about these places can be found on the website of the State Customs Committee of Belarus.
This restriction will not apply:
– until 23 April to vehicles registered in the EU that entered Belarus before 16 April,
– to vehicles registered in the EU carrying mail and live animals.
Taking the above into account, The Polish Ministry of Infrastructure advises Polish citizens and hauliers not to travel to Belarus and Russia. Those who have vehicles in Belarus and Russia are advised to immediately return to Poland.

Additional HGV driving bans on the A22 Brenner
Owing to upcoming public holidays in Austria and Germany, the government of the Italian province of Bolzano in South Tyrol has introduced an additional driving ban for vehicles with a GVW of over 7.5 tons on the north-bound A22 Brenner motorway between Vipiteno / Sterzing and the border with Austria
The ban is in effect on:
❌ May 26, from 00.00 to 10:00 PM
❌ June 6, from 00.00 to 10:00 PM
❌ June 16, from 00.00 to 10:00 PM
Heavy goods vehicles with a GVW of more than 7.5 tons, which are already traveling on the Brenner motorway in the province of Bolzano when the ban comes into effect, can stop at the SA.DO.BRE parking lot in Sterzing / Vipiteno or at other places along the motorway in the neighboring communes or in parking lots designated by the traffic police.
As usual, the ban does not apply to vehicles used exclusively for the transport of cattle for slaughter, perishable food products and as part of combined road and rail transport with a railway reservation containing the vehicle registration number, date and time of the train service.
Another Sunday with HGV restrictions in Catalonia
On Sunday, May 22, from 15:00 to 22:00 vehicles or combinations of vehicles with a maximum authorised mass of more than 7.5 tons are required to use the right lane and must not overtake other vehicles and drive faster than 80 km/h.
The restriction applies to:

No overtaking Sunday on the A7 in Catalonia Vehicles or combinations of vehicles with a maximum authorised mass of more than 7.5 tons are required to use the right lane and must not overtake other vehicles.
The restriction applies to:
– the section of the AP-7 motorway between KP 1158 in Sant Cugat del Vallès and KP 213 in Banyeres del Penedès
– the section of the B-23 motorway between KP 8, exit 8, Sant Feliu de Llobregat and Molins de Rei Sur, in the municipality of Sant Feliu de Llobregat and KP 15.5 at the junction with AP-7 in the municipality of Castellbisbal .
This ban is in effect on Sunday, May 15, from 3 PM to 10 PM. In addition, vehicles mentioned above must not driver faster than 80 km/h.
Hungary – suspensions of HGV driving bans
At the request of the Hungarian Road Transport Association (MKFE), the Hungarian Ministry of Transport has suspended the driving ban for vehicles with MAM over 7.5t during 8 night hours from Sunday April 17 to Monday April 18 to enable the movement of heavy goods vehicles on Hungarian roads.
After the changes, the driving bans will apply:
❌ on April 14 (Holy Thursday) from 10:00 PM to 10:00 PM on April 15 (Good Friday) (for all HGVs with MAM over 7.5 tons in domestic and international traffic)
❌ on April 16 (Holy Saturday) from 10:00 PM to 10:00 on April 17 (Easter Sunday) (for all HGVs with MAM over 7.5 tons in domestic and international traffic)
❌ on April 18 (Easter Monday) from 06:00 to 10:00 PM on 18 April (Easter Monday) (for all HGVs with MAM over 7.5 tons in domestic and international traffic)
