
France – exceptions on April 5th

✔ It is limited to transport aimed at supplying stores with food (people, animals), hygiene products and drugstores, as well as products for garden centers. For these vehicles, the ban is lifted between the hours from 00:00 to 18:00.
✔ In addition, there is an exception for removals between hours from 00:00 to 22:00.
✔ In order to smooth the traffic, vehicles are allowed to return empty in the above cases until 22:00 on Monday, April 5 this year.

Italy suspends HGV driving bans in April
By virtue of a decree No. 127 issued on 2nd April, he Italian Ministry of Transport has once again extended the suspension of the driving ban for vehicles with a total weight of over 7.5 tons.
This means that all HGVs with a MAM of 7.5 tons will be allowed to drive on non-urban roads on all Sundays in April (11th, 18th and 25th).

France lifts some HGV driving bans
By virtue of a decree issued on April 28, the French General Directorate for Infrastructure, has suspended driving bans for vehicles over 7.5 tonnes on certain days in May under certain conditions.
✅ The ban will be lifted for all types of vehicles transporting goods that return empty after unloading, on Friday 30 April until 00:00. As regards deliveries of all goods commenced before the ban normally comes into effect and continuing as empty runs of lorries returning to their base, the bans will be lifted on 1st and 8th of May.
✅ From 8 p.m on May 1 to 10:00 a.m on May 2 – the HGV driving ban for HGVs is suspended in order to enable deliveries of essential products (food for people and animals, pharmacies and garden centers). Empty runs of these vehicles after unloading are permitted until midnight on Sunday, 2 May.
✅ From 4:00 p.m. on May 7, to 12:00 on 8 May – the HGV driving ban for HGVs is suspended in order to enable deliveries of essential products (food for people and animals, pharmacies and garden centers). Empty runs of these vehicles after unloading are permitted until midnight on Sunaday, May 8.

France – suspension of the driving ban
The exemption applies only to deliveries of food, hygiene products, medicines and horticultural products for enterprises.
The French authorities have lifted the HGV driving ban on Monday, May 24, from 00:00 to 10:00 pm, also allowing empty runs until 3:00 pm. Georgia, Netherlands, Spain will be considered as “high incidence area” in Germany
With effect from Sunday, 25 July 2021, 00:00 hours, Georgia will be considered a “high incidence area” according to the German CoronaEinreiseVO.
With effect from Tuesday, 27 July 2021, 00:00 hours,the Netherlands and Spain will also be considered “high incidence areas” again.
As a result, and on the basis of the CoronaEinreiseVO, the following rules will apply to drivers of goods transports entering Germany after having stayed in one or more of the aforementioned regions during the last 10 days prior to entry.
– Pre-registration:
None
– Duty to prove negative test result / vaccination / recovery from COVID-19 prior to entry:
Only in case of stays of more than 72 hours:
– Need for proof of a negative COVID-19 test (rapid tests: valid up to 48 h, PCR tests: valid up to 72 h)
or
– proof of COVID-19 vaccination according completed at least 14 days prior to entry
or
– proof of recovery which must be based on a PCR test and issued at least 28 days and maximally 6 months before entry;
All above proofs are acceptable in German, English, French, Italian or Spanish language, either in writing or digitally;
(No need for any of the above proofs in case of stays of less than 72 h)

Slovakia: the D3 motorway closed until the end of August
Owing to maintenance works in the Poľana and Svrčinovec tunnels and renovation works on the motorway, the section will be closed until 8 p.m. on August 31.
The following diversion routes have been prepared:
✅ from Slovakia to Poland along road I/11 towards Český Těąín via Svrčinovec – Zátky
✅ from Poland to Slovakia alomg road I/12 (only for vehicles up to 7.5 t).

Belgium: an HGV driving ban in Liège
The ban does not apply to trucks transporting local deliveries.
Due to flooding in mid-July, the Cointe tunnel had to be closed for repair. In order to relieve traffic congestion on roads in Liege, the authorities have decided to introduce a transit ban in the Liège agglomeration for heavy goods vehicles over 7.5 tonnes, which will be in effect until mid-October.
As a result, from the start of September, HGVs over 7.5 tonnes travelling in transit will not be allowed to drive on the following routes:
– on the A602 from the Loncin junction (north of the city);
– on the E25 / A26 from junction 40 Embourg (in the south of the city);
– on the E25 / A25 from the Cheratte junction.
Lorry drivers approaching the city will be informed about the ban by special signs and directed to a diversion route (along E42 / A15 and E411 / A4 motorways).

Pass of the Republic in Bulgaria closed
The route through the Pass, also known as Hainboaz, will be closed for all vehicles from the 4th to 31st of October, 2021 owing to renovation work at the 22 KP on the Kilifarevo-Predela section, near Veliko Tarnovo.
During this period, HGVs will have to use a diversion along road II-73 Shumen – Karnobat (Rishki Pass) and road II-48 Omurtag – Kotel (Kotlenski Pass).

Restrictions of movements at night in Latvia
From 21 October to 14 November 2021, the Government introduced restrictions on movement at night.
From 20:00 to 05:00, people are obliged to stay in their places of residence or workplace. Anyone leaving its place of residence/workplace during this time must complete a self-declaration.
As there is no specification for international freight and passenger transport, it is recommended to fill out these forms.
