Toll exemptions in Europe

Poland, Austria, Germany, the Czech Republic, Hungary, Switzerland and Slovenia have introduced toll exemptions for vehicles with humanitarian aid for Ukraine.

❗ Poland
As part of a package of facilitation measures, the government has decided not not enforce penalties on all those who transport humanitarian aid and are not able to pay toll charges. If the route of a humanitarian vehicle or convoy runs along one of toll motorway sections under private administration, these vehicles are permitted to travel without paying the toll, provided that the motorway concessionaire is notified at least 24 hours in advance and the vehicles comply with the requirements specified by the motorway concessionaire.

❗ Austria
ASFINAG, the operator of the Austrian motorway network has also introduced a toll exemption , which applies to all types of vehicles. IMPORTANT: An application for a toll exemption must be submitted before departure.

❗ Czech Republic
Cars, trucks and buses are exempt from toll charges. In the case of vehicles with a MAM over 3.5 tons, the carrier is only required to complete an on-line form, and if the vehicles is equipped with an OBU, the carrier needs to call the administrator of the toll collection system before departure. The exemption also applies to passenger cars with Ukrainian registration plates which use the toll motorway network in order to flee the country. ❗ Germany
No toll is charged in the case of vehicles transporting donated food, clothing, etc.. Information regarding the toll exemption requirements and practical implementation (proof of humanitarian relief, deactivation of the On-Board Unit, possible temporary vehicle registration with Toll Collect).

❗ Slovenia
Vehicles involved in the delivery of humanitarian aid shipments can be exempted from toll charges in Slovenia collected via the vignette system (for vehicles under 3.5t) and the toll system vehicles with a MAM over 3.5t. To benefit from the exemption for light commercial vehicles carriers have to register at evinjeta.dars.si, and in the case of vehicles with a MAM of more than 3.5 tons at darsgo.si at least 24 hours before entering Slovenia. Registrations are approved by the Toll Control Department. If the Toll Control Operations Center rejects an application or when an application has been submitted too late, vehicles can only use a toll road if they have a valid e-sticker or a Darsgo On-Board Unit.

❗ Switzerland
The Federal Customs and Border Protection Office has repealed the obligation of having a motorway vignette in the case of vehicles transporting Ukrainian refugees or delivering humanitarian relief to Ukraine. Moreover, transports with humanitarian aid can be exempt from the HGV charge depending on the vehicle weight, emission class and distance traveled.

❗ Hungary
Lorries carrying humanitarian aid shipments can, upon prior request, be exempt from toll charges irrespective of their country of origin. This is possible by virtue of a legislative change that entered into force on March 5.
Details regarding humanitarian transports and the vevicles to be exempt from toll charges have to be sent to the National Directorate-General for Disaster Management of the Ministry of the Interior before the departure. Applications should be sent during business hours (Monday-Thursday 07:30 – 16:00, Friday: 07:30 – 13:30) to the following e-mail address: [email protected] and, outside office hours, [email protected]. Vehicles and trailers / semi-trailers have to be registered separately. An application should also indicate whether a vehicle should be classified as abnormal or oversized. In either case, after receiving an official confirmation the carrier can start the delivery. The application refers to one trip, each subsequent trip has to be registered anew. Registrations can be made in English and German.
